Accessibility Statement


Owen County Public Library is committed to making our library and our website usable and welcoming for everyone, including people with disabilities. The library does not discriminate on the basis of disability in its services, programs, or activities. If anything on this site is difficult for you to use, we want to know about it, and we will help you get what you need.


Our standard. This website was designed and tested to conform to the Web Content Accessibility Guidelines (WCAG) 2.2 at Level AA. That goes beyond the WCAG 2.1 Level AA standard that applies to public entities under Title II of the Americans with Disabilities Act, and many parts of the site, including our color palette, meet the stricter Level AAA contrast criteria. The site was most recently evaluated in August 2026, and accessibility is re-checked as new content and features are added.


What that looks like in practice:


  • Text and background colors validated for contrast, with readable type at every size
  • Full keyboard navigation: no feature requires a mouse
  • Semantic page structure and labels that work with screen readers such as NVDA, JAWS, and VoiceOver
  • Alternative text for meaningful images, and clearly labeled forms
  • Pages that stay usable when text is enlarged up to 200% or viewed on a phone
  • A publishing system that keeps new content within accessible styles as staff add events, classes, and posts


Third-party services. Some services we offer are provided by outside vendors, including our online catalog (SirsiDynix), Libby, Kanopy, the INSPIRE research databases, Creativebug, TumbleBooks, and Princh remote printing. We cannot fully control how accessible these tools are, and they may not meet the same standard as our own pages. If you have trouble using any of them, contact us and we will help you find the information or service you need in a format that works for you.
